Uzbekistan Strengthens Its Position as a Major IT Hub in the Region

TASHKENT — The international forum Global Business Services Forum 2025 (GBSF 2025) opened in Tashkent, reaffirming Uzbekistan’s commitment to becoming a regional and global leader in the digital economy.
Organized by IT Park Uzbekistan with the support of the Ministry of Digital Technologies, the event has brought together more than 300 participants from 40 countries, including representatives of multinational corporations, startups, government agencies, and venture capital firms.
GBSF 2025 marks a significant milestone in the implementation of the national strategy Digital Uzbekistan – 2030, which aims to raise IT service exports to $5 billion, create 300,000 new jobs, and secure Uzbekistan’s position among leading global IT hubs.
The official opening of the forum was led by Minister of Digital Technologies Sherzod Shermatov. In his remarks, the Minister emphasized the country’s rapid transformation since 2017:
“Back in 2017, Uzbekistan was at the very beginning of its development path. It was a relatively closed economy, predominantly focused on agriculture. However, thanks to the vision of our President, a bold course of structural reforms was launched,” he stated.
“At the time, only four companies with foreign investment operated in the IT sector. Today, we are witnessing the registration of over 30 new foreign firms each month at IT Park. This success has been achieved not without challenges, but most importantly, we have the political will and consistency to continue. The President’s idea to turn Uzbekistan into a digital hub is being implemented with determination. Tax benefits have now been extended until 2040. The forum continued with a presentation by Izzat Hamidov, Head of the Asia-Pacific Division at IT Park, who reviewed the organization's accomplishments over the past six years. This was followed by a report from Ahmed Aboulezz, Advisor for International Development, who underscored Uzbekistan’s growing reserve of skilled IT professionals and the country’s comprehensive approach to human capital development.
A dedicated panel session was held with representatives of international companies, who shared their experiences of entering the Uzbek market.
Reshat Boltayev, ICT Solutions Architect at Huawei, spoke about the development of cloud services and telecom infrastructure.
Yuri Karp, Regional Director at Singapore-based BIPO, highlighted Uzbekistan’s flexible regulatory environment for BPO companies.
Bekzod Fayozov, VFX Supervisor at United Soft, demonstrated the country’s creative export potential through collaborations with international animation studios.
Eleanor Kramers, Managing Partner of UK-based Monfort, explored the prospects for exporting PR and consulting services under the Knowledge Process Outsourcing (KPO) model.
GBSF 2025 reaffirmed Uzbekistan’s growing appeal as an investment destination in the IT and outsourcing sectors. To date, IT Park hosts over 2,900 resident companies that have collectively created more than 43,000 jobs and export digital services to 90 countries worldwide.
Through targeted initiatives such as Zero Risk, Softlanding, Digital Startups, IT-Visa, and One Stop Shop, foreign investors are provided with comprehensive support — from market entry to international expansion.
